They use that satire as an excuse to attack embassies, burn flags, execute people and provoke terror attacks. For the extremists of the religion targeted in the satire/joke it’s not ok! If a satirical magazine makes fun of all religions, for western civilized countries it’s ok. Read more about the Swiss minarets referendum in 2009. If a country decides democratically to ban minarets (which can be perceived as a domination symbol and people in general don’t like to feel conquered or dominated) people of that country are labeled as xenophobic.
